Core Services


The core services, which the centre provides in maritime affairs & coastal zone management, are as follows:


  • Education:

    Capacity building (training), short and long term training courses in Maritime and Coastal management /development

  • Consultancy:

    The Centre provides professional consultancy to governments, private and not for profit organizations for Maritime, marine resources, Coastal zone management/development

  • Research:

    The centre researches in various activities in maritime affairs, marine and coastal zone management

  • Advocacy:

    The centre advocates coastal and maritime affairs of Somalia in local, national, regional and international level. It promotes integrated management in marine & coastal area.



Maritime affairs


Services that the centre provides in maritime affairs include:


  • Port and Harbour:

    Operations, Management and development- all aspects of Port and Harbour services

  • Shipping Operations and Management, e. g
    • — Ship sale and purchase
    • — Chartering (Third party)- legal aspects of charter parties
    • — Port agency- communications, documentations and governing law.
  • Cargo Operations and Management:

    Operations onboard or at port terminals, safety aspects and effective management.

  • Shipping Law and Marine Insurance:

    Mainly international conventions governing maritime and claims arising from various disputes or losses.

  • The Law of the Sea (UNCLOS):

    The centre can give advice to government matters arising from maritime boundary and other maritime zones.

  • Maritime security:

    Safe navigation of ships, welfare of seafarers, safety at port.



Coastal Zone Management (CZM)


The services that the centre provides in coastal zone management are as follows:


  • Marine resources assessment and valuation:

    Estimation of the living and nonliving resources and valuation of their prices

  • Environmental impact assessment:

    Impacts of human activities in the ocean and coastal zone

  • Fisheries management and development:

    e. g fisheries policy, assessment, regulation and monitoring fishing capacity

  • Coastal Zone planning/management:

    planning any areas of given coastal areas

  • Protected areas management:

    to establish and develop management approaches in protected areas in marine space

  • Pollution control in marine and coastal zone:

    to monitor pollution and address as appropriate. Formulate management approaches.

  • Integrated Coastal Zone management:

    formulating policies to integrate human activities affecting coastal zone

  • Large marine ecosystem management:

    Somali current & Red Sea- large marine ecosystem (LME)- ecosystem based management approach to develop resources on sustainable basis.

  • Coastal & Ocean policy:

    formulating and implementing policies relating to coastal & marine space. To coordinate and work with local, regional, national and global bodies

  • Ballast water management:

    to control transfer of foreign living organisms during ballast and de-ballast in territorial water and at port.

  • Hydro-graphic surveying:

    to carry out mapping of the seabed to produce morphology of the seabed and water depth.

  • Coastal hazard management:

    Flood control and risk assessment

  • Coastal water Management:

    Managing and assessing coastal water quality

  • Geographical information systems (GIS) :

    Mapping and modelling coastal areas
